Executive Summary

Somaliland faces significant energy challenges, with electricity costs notably high, limited renewable integration, and fragmented transmission networks. Despite these barriers,

Somaliland has strong solar and wind resources and a strategic coastal location that could support its development as a hub for renewable and hydrogen energy. Participation in the

Global African Hydrogen Summit 2025 (GAH2S 2025) offered a key platform to highlight these

opportunities, build partnerships, and mobilize support for the country’s energy transition.

Summit Overview.


The Global African Hydrogen Summit 2025, held in Namibia under the theme "Ambition in

Action: Fuelling Africa’s Green Industrial Revolution,” brought together governments, investors,

and industry leaders to promote collaboration on Africa’s green hydrogen economy. Discussions

focused on attracting investment, strengthening technical capacity, and shaping policy and

regulatory frameworks for renewable and hydrogen projects.


Somaliland’s Participation Somaliland was represented by the Minister of Environment and Climate Change, Mr. Abdullahi Jama Osman (Geeljire), who reaffirmed the government’s commitment to renewable energy and climate action. He emphasized that Somaliland cannot overcome its energy challenges alone and called for international support. The Minister also presented two recent government initiatives:


• Berbera Electricity Expansion Project – USD $20 million • Boraha Energy Efficiency Program – USD $20 million Somaliland’s Energy Challenges

• Electricity costs remain high (recently reduced to under US$1/kWh), with most supply from costly diesel-based mini-grids.

• Renewable energy contributes less than 2% of total generation despite abundant solar and wind resources.

• Transmission and distribution systems are fragmented and underdeveloped. • Financing constraints, policy gaps, and political recognition issues create risks for investors.

• Limited technical expertise and institutional capacity hinder large-scale project implementation. 

Opportunities for Green Energy

With over 3,000 hours of sunshine annually and strong coastal winds averaging 7–9 m/s,

Somaliland has excellent renewable energy potential. Its Red Sea location and Berbera Port also

position it well for future hydrogen exports. Transitioning to clean energy could lower tariffs,

improve grid reliability, reduce diesel imports, create jobs, and attract private investment.

• Stronger international recognition of Somaliland’s renewable and hydrogen potential.

• New opportunities identified for public-private partnerships in clean energy.

• Access to technical expertise, financing discussions, and policy guidance for bankable projects.

• Increased visibility of Somaliland’s commitment to climate action and sustainable

Somaliland’s participation in GAH2S 2025 showcased its ambition to lead renewable and

hydrogen development in the Horn of Africa. By leveraging its abundant resources, strategic

location, and growing international partnerships, Somaliland has the potential to move away

from costly fossil fuel dependence toward a more sustainable, reliable, and affordable energy future.
