Jerusalem – Scott Perry, sponsor of the U.S. House bill H.R.3992 – Republic of Somaliland Independence Act, was part of a congressional delegation that met with Israeli Prime Minister Benjamin Netanyahu at his office in Jerusalem.

The proposed legislation introduced by Rep. Perry calls for the United States to formally recognize the independence of Somaliland, an issue that has increasingly surfaced in Washington’s foreign policy discussions.

The meeting was organized by the advocacy group Yes! Israel and included U.S. Representatives Clay Higgins and Andy Ogles, as well as the organization’s founders Sarah Paley and Ruth Lieberman.

While no official statement detailed the specific agenda of the meeting, Perry’s participation has fueled speculation that Somaliland’s recognition may have been among the topics discussed, particularly in light of shifting diplomatic dynamics in the Horn of Africa and evolving strategic alliances in the region.

Growing Diplomatic Attention

The introduction of H.R.3992 reflects growing interest among some U.S. lawmakers in reassessing Washington’s approach toward Somaliland. Although the bill has yet to advance into law, it has contributed to renewed debate over regional stability, security cooperation, and geopolitical competition in East Africa.

Observers note that any formal move toward recognition would carry significant diplomatic implications for U.S. relations in the Horn of Africa.
