What Are The Main Challenges To Accessing Water In Hargeisa....By Cismaan Cabdikariin
I wrote my research desseertation last year:Hargeisa water supply challenges: and conducted more sophisticated model analysis to investigate real problem caused water shortage since it was established in 1970s. Therefore, if I share with you some of my findings and recommendations, Hargeisa city has sufficient water resource but doesn't meet proper management from responsible institutions like, Ministryof water resource and Hargeis water Agency. During, my research, I reviewed many literatures written by international donors as bassline projects and other freelancer researchers working in WASH projects, most of them clarified that Hargeisa city had enough water for groundwater recharged and rainfalls receives annually. Unfortunately, all projects about water supply enlargement are upgrading, repainting old pipelines doesn't establish new boreholes and mostly all projects focus blindly ground water depletion rather than set strategic policy about surface water resources of annual rainfalls.

Eventhough, Hargeisa water supply covered 34% water supply for population dwellers in capital city, and the rest of them depends on trucking private poor water supply from villages surrounding the city and gives high price and most of our community bellow poverty line. All projects about water resistance are based on estimation scenario rather than research findings or the like and finally terminated failed manner and the only reasonable way failed this projects is every group has prior mission rather than to achieve successful water resources and might be that hidden missions will be corruption to become rich everyone of higher officers of our governments specifically water sector departments. No one ask them how they fulfill all projects and simply says that project was failed do to lack information about area of water harvesting.
Finally, I found that Hargeisa city has sufficient water resources in any side but their is no policy, rules and accountable Management to the top managers of water sector of our governments. Even no one can ask them why this big projects investing huge amount money from donars doesn't bring water and every programs terminates failed system. But the worth one is this currently one called last one; is conducting privately named companies owned top managers of water sector which making drilling, distributing pipelines and boreholes and the only they shows people illusion pictures shares in social media and propaganda written to accept everyone of us but we will see their last reports.
Let us show some of results that caused water shortage and flailing evry water supply programs;
1. The major problems are lack of skilled employees
2. All baseline project are gready rather than to be focus and findout challenges and measure their magnitude inorder to mitigate easly.
3. Their is no any secondary data related to amount of groundwater exists in area of harvesting water plus date number urban dweller lives in Hargeisa city.
4. Their is no any policyframwork has the agency should be measured pendings and achievements, but unfortunately every new manager brings his own policy based on personal interests and Agency's works formally but not functional since that time.
